Decodes an $(MONO OBJECT IDENTIFIER). See $(MONO source/types/universal/objectidentifier.d) for information about the ObjectIdentifier class (aliased as OID).

ASN1ConstructionException if the element is marked as "constructed"
ASN1ValueSizeException if there are no value bytes
ASN1ValuePaddingException if a single OID number is encoded with "leading zero bytes" (0x80u)
ASN1ValueOverflowException if a single OID number is too big to decode to a size_t
ASN1TruncationException if a single OID number is "cut off"
